ItisobvioustodaythatAmericahasdefaultedonthispromissorynoteinsofarashercitizensofcolorareconcerned.Insteadofhonoringthissacredobligation,AmericahasgiventheNegropeopleabadcheckwhichhascomebackmarked"insufficientfunds."Butwerefusetobelievethatthebankofjusticeisbankrupt.Werefusetobelievethatthereareinsufficientfundsinthegreatvaultsofopportunityofthisnation.
Sowehavecometocashthischeck--acheckthatwillgiveusupondemandtherichesoffreedomandthesecurityofjustice.
WehavealsocometothishallowedspottoremindAmericaofthefierceurgencyofnow.Thisisnotimetoengageintheluxuryofcoolingoffortotakethetranquilizingdrugofgradualism.Nowisthetimetorisefromthedarkanddesolatevalleyofsegregationtothesunlitpathofracialjustice.NowisthetimetoopenthedoorsofopportunitytoallofGodschildren.Nowisthetimetoliftournationfromthequicksandsofracialinjusticetothesolidrockofbrotherhood.

Weobservetodaynotavictoryofparty,butacelebrationoffreedom--symbolizinganend,aswellasabeginning--signifyingrenewal,aswellaschange.ForIhaveswornbeforeyouandAlmightyGodthesamesolemnoathourforebearsprescribednearlyacenturyandthree-quartersago.
Theworldisverydifferentnow.Formanholdsinhismortalhandsthepowertoabolishallformsofhumanpovertyandallformsofhumanlife.Andyetthesamerevolutionarybeliefsforwhichourforebearsfoughtarestillatissuearoundtheglobe--thebeliefthattherightsofmancomenotfromthegenerosityofthestate,butfromthehandofGod.

Leteverynationknow,whetheritwishesuswellorill,thatweshallpayanyprice,bearanyburden,meetanyhardship,supportanyfriend,opposeanyfoe,toassurethesurvivalandthesuccessofliberty.Thismuchwepledge--andmore.
Tothoseoldallieswhoseculturalandspiritualoriginsweshare,wepledgetheloyaltyoffaithfulfriends.Unitedthereislittlewecannotdoinahostofcooperativeventures.Dividedthereislittlewecando--forwedarenotmeetapowerfulchallengeatoddsandsplitasunder.Tothosenewstateswhomwewelcometotheranksofthefree,wepledgeourwordthatoneformofcolonialcontrolshallnothavepassedawaymerelytobereplacedbyafarmoreirontyranny.Weshallnotalwaysexpecttofindthemsupportingourview.Butweshallalwayshopetofindthemstronglysupportingtheirownfreedom--andtorememberthat,inthepast,thosewhofoolishlysoughtpowerbyridingthebackofthetigerendedupinside.
Tothosepeopleinthehutsandvillagesofhalftheglobestrugglingtobreakthebondsofmassmisery,wepledgeourbesteffortstohelpthemhelpthemselves,forwhateverperiodisrequired--notbecausetheCommunistsmaybedoingit,notbecauseweseektheirvotes,butbecauseitisright.Ifafreesocietycannothelpthemanywhoarepoor,itcannotsavethefewwhoarerich.
Tooursisterrepublicssouthofourborder,weofferaspecialpledge:toconvertourgoodwordsintogooddeeds,inanewallianceforprogress,toassistfreemenandfreegovernmentsincastingoffthechainsofpoverty.Butthispeacefulrevolutionofhopecannotbecomethepreyofhostilepowers.LetallourneighborsknowthatweshalljoinwiththemtoopposeaggressionorsubversionanywhereintheAmericas.Andleteveryotherpowerknowthatthishemisphereintendstoremainthemasterofitsownhouse.
Tothatworldassemblyofsovereignstates,theUnitedNations,ourlastbesthopeinanagewheretheinstrumentsofwarhavefaroutpacedtheinstrumentsofpeace,werenewourpledgeofsupport--topreventitfrombecomingmerelyaforumforinvective,tostrengthenitsshieldofthenewandtheweak,andtoenlargetheareainwhichitswritmayrun.Finally,tothosenationswhowouldmakethemselvesouradversary,weoffernotapledgebutarequest:thatbothsidesbeginanewthequestforpeace,beforethedarkpowersofdestructionunleashedbyscienceengulfallhumanityinplannedoraccidentalself-destruction.
Wedarenottemptthemwithweakness.Foronlywhenourarmsaresufficientbeyonddoubtcanwebecertainbeyonddoubtthattheywillneverbeemployed.Butneithercantwogreatandpowerfulgroupsofnationstakecomfortfromourpresentcourse--bothsidesoverburdenedbythecostofmodernweapons,bothrightlyalarmedbythesteadyspreadofthedeadlyatom,yetbothracingtoalterthatuncertainbalanceofterrorthatstaysthehandofmankindsfinalwar.
Soletusbeginanew--rememberingonbothsidesthatcivilityisnotasignofweakness,andsincerityisalwayssubjecttoproof.Letusnevernegotiateoutoffear,butletusneverfeartonegotiate.
Letbothsidesexplorewhatproblemsuniteusinsteadofbelaboringthoseproblemswhichdivideus.Letbothsides,forthefirsttime,formulateseriousandpreciseproposalsfortheinspectionandcontrolofarms,andbringtheabsolutepowertodestroyothernationsundertheabsolutecontrolofallnations.
Letbothsidesseektoinvokethewondersofscienceinsteadofitsterrors.Togetherletusexplorethestars,conquerthedeserts,eradicatedisease,taptheoceandepths,andencouragetheartsandcommerce.
Letbothsidesunitetoheed,inallcornersoftheearth,thecommandofIsaiah--to"undotheheavyburdens,and[to]lettheoppressedgofree."And,ifabeachheadofcooperationmaypushbackthejungleofsuspicion,letbothsidesjoinincreatinganewendeavor--notanewbalanceofpower,butanewworldoflaw--wherethestrongarejust,andtheweaksecure,andthepeacepreserved.Allthiswillnotbefinishedinthefirstonehundreddays.Norwillitbefinishedinthefirstonethousanddays;norinthelifeofthisAdministration;norevenperhapsinourlifetimeonthisplanet.Butletusbegin.
Finally,whetheryouarecitizensofAmericaorcitizensoftheworld,askofusherethesamehighstandardsofstrengthandsacrificewhichweaskofyou.Withagoodconscienceouronlysurereward,withhistorythefinaljudgeofourdeeds,letusgoforthtoleadthelandwelove,askingHisblessingandHishelp,butknowingthathereonearthGodsworkmusttrulybeourown.
AsAmericansgathertocelebratethisweek,weshowourgratitudeforthemanyblessingsinourlives.Wearegratefulforourfriendsandfamilieswhofillourliveswithpurposeandlove.Weregratefulforourbeautifulcountry,andfortheprosperityweenjoy.Weregratefulforthechancetolive,workandworshipinfreedom.AndinthisThanksgivingweek,weofferthanksandpraisetotheproviderofallthesegifts,AlmightyGod.
Wealsorecognizeourdutytoshareourblessingswiththeleastamongus.Throughouttheholidayseason,schools,churches,synagoguesandothergenerousorganizationsgatherfoodandclothingfortheirneighborsinneed.Manyyoungpeoplegivepartoftheirholidaytovolunteerathomelesssheltersorfoodpantries.OnThanksgiving,andoneverydayoftheyear,Americaisamorehopefulnationbecauseofthevolunteerswhoservetheweakandthevulnerable.
TheThanksgivingtraditionofcompassionandhumilitydatesbacktotheearliestdaysofoursociety.Andthroughtheyears,ourdeepestgratitudehasoftenbeeninspiredbythemostdifficulttimes.Almostfourcenturiesago,thepilgrimssetasidetimetothankGodaftersufferingthroughabitterwinter.GeorgeWashingtonheldThanksgivingduringatryingstayatValleyForge.AndPresidentLincolnrevivedtheThanksgivingtraditioninthemidstofacivilwar.
Thepastyearhasbroughtmanychallengestoournation,andAmericanshavemeteveryonewithenergy,optimismandfaith.Afterliftingoureconomyfromarecession,manufacturersandentrepreneursarecreatingjobsagain.Volunteersfromacrossthecountrycametogethertohelphurricanevictimsrebuild.AndwhenthechildrenofBeslan,Russiasufferedabrutalterroristattack,theworldsawAmericasgenerousheartinanoutpouringofcompassionandrelief.
Thegreatestchallengesofourtimehavecometothemenandwomenwhoprotectournation.Werefortunatetohavededicatedfirefightersandpoliceofficerstokeepourstreetssafe.Weregratefulforthehomelandsecurityandintelligencepersonnelwhospendlonghoursonfaithfulwatch.Andwegivethankstothemenandwomenofourmilitarywhoareservingwithcourageandskill,andmakingourentirenationproud.
Likegenerationsbeforethem,todaysarmedforceshaveliberatedcaptivepeoplesandshowncompassionforthesufferinganddeliveredhopetotheoppressed.Inthepastyear,theyhavefoughttheterroristsabroadsothatwedonothavetofacethoseenemieshereathome.Theyvecapturedabrutaldictator,aidedlastmonthshistoricelectioninAfghanistan,andhelpsetIraqonthepathtodemocracy.
Ourprogressinthewaronterrorhasmadeourcountrysafer,yetithasalsobroughtnewburdenstoourmilitaryfamilies.Manyservicemenandwomenhaveenduredlongdeploymentsandpainfulseparationsfromhome.Familieshavefacedthechallengeofraisingchildrenwhileprayingforalovedonessafereturn.Americaisgratefultoallourmilitaryfamilies,andthefamiliesmourningaterriblelossthisThanksgivingcanknowthatAmericawillhonortheirsacrificesforever.
AsCommander-in-Chief,Ivebeenhonoredtothankourtroopsatbasesaroundtheworld,andIvebeeninspiredbytheeffortsofprivatecitizenstoexpresstheirowngratitude.Thismonth,ImetShaunaFleming,a15-year-oldfromCaliforniawhocoordinatedthemailingofamillionthankyouletterstomilitarypersonnel.InOctober,ImetKenPorwoll,aWorldWarIIveteranwhohasdevotedyearsofhisretirementtovolunteeringataVAmedicalcenterinMinneapolis.Andweveseenthegenerosityofsomanyorganizations,likeGive2theTroops,agroupstartedinabasementbyamotherandsonthathassentthousandsofcarepackagestotroopsinthefield.

ThegravityofthesituationwhichconfrontstheworldtodaynecessitatesmyappearancebeforeajointsessionoftheCongress.Theforeignpolicyandthenationalsecurityofthiscountryareinvolved.Oneaspectofthepresentsituation,whichIpresenttoyouatthistimeforyourconsiderationanddecision,concernsGreeceandTurkey.TheUnitedStateshasreceivedfromtheGreekGovernmentanurgentappealforfinancialandeconomicassistance.PreliminaryreportsfromtheAmericanEconomicMissionnowinGreeceandreportsfromtheAmericanAmbassadorinGreececorroboratethestatementoftheGreekGovernmentthatassistanceisimperativeifGreeceistosurviveasafreenation.
IdonotbelievethattheAmericanpeopleandtheCongresswishtoturnadeafeartotheappealoftheGreekGovernment.Greeceisnotarichcountry.LackofsufficientnaturalresourceshasalwaysforcedtheGreekpeopletoworkhardtomakebothendsmeet.Since1940,thisindustrious,peacelovingcountryhassufferedinvasion,fouryearsofcruelenemyoccupation,andbitterinternalstrife.
WhenforcesofliberationenteredGreecetheyfoundthattheretreatingGermanshaddestroyedvirtuallyalltherailways,roads,portfacilities,communications,andmerchantmarine.Morethanathousandvillageshadbeenburned.Eighty-fivepercentofthechildrenweretubercular.Livestock,poultry,anddraftanimalshadalmostdisappeared.Inflationhadwipedoutpracticallyallsavings.Asaresultofthesetragicconditions,amilitantminority,exploitinghumanwantandmisery,wasabletocreatepoliticalchaoswhich,untilnow,hasmadeeconomicrecoveryimpossible.
Greeceistodaywithoutfundstofinancetheimportationofthosegoodswhichareessentialtobaresubsistence.Underthesecircumstances,thepeopleofGreececannotmakeprogressinsolvingtheirproblemsofreconstruction.Greeceisindesperateneedoffinancialandeconomicassistancetoenableittoresumepurchasesoffood,clothing,fuel,andseeds.Theseareindispensableforthesubsistenceofitspeopleandareobtainableonlyfromabroad.Greecemusthavehelptoimportthegoodsnecessarytorestoreinternalorderandsecurity,soessentialforeconomicandpoliticalrecovery.TheGreekGovernmenthasalsoaskedfortheassistanceofexperiencedAmericanadministrators,economists,andtechnicianstoinsurethatthefinancialandotheraidgiventoGreeceshallbeusedeffectivelyincreatingastableandself-sustainingeconomyandinimprovingitspublicadministration.
TheveryexistenceoftheGreekstateistodaythreatenedbytheterroristactivitiesofseveralthousandarmedmen,ledbyCommunists,whodefythegovernmentsauthorityatanumberofpoints,particularlyalongthenorthernboundaries.ACommissionappointedbytheUnitedNationssecurityCouncilisatpresentinvestigatingdisturbedconditionsinnorthernGreeceandallegedborderviolationsalongthefrontiersbetweenGreeceontheonehandandAlbania,Bulgaria,andYugoslaviaontheother.
Meanwhile,theGreekGovernmentisunabletocopewiththesituation.TheGreekarmyissmallandpoorlyequipped.ItneedssuppliesandequipmentifitistorestoreauthorityofthegovernmentthroughoutGreekterritory.Greecemusthaveassistanceifitistobecomeaself-supportingandself-respectingdemocracy.TheUnitedStatesmustsupplythisassistance.WehavealreadyextendedtoGreececertaintypesofreliefandeconomicaid.Buttheseareinadequate.ThereisnoothercountrytowhichdemocraticGreececanturn.NoothernationiswillingandabletoprovidethenecessarysupportforademocraticGreekgovernment.
TheBritishGovernment,whichhasbeenhelpingGreece,cangivenofurtherfinancialoreconomicaidafterMarch31st.GreatBritainfindsitselfunderthenecessityofreducingorliquidatingitscommitmentsinseveralpartsoftheworld,includingGreece.
WehaveconsideredhowtheUnitedNationsmightassistinthiscrisis.Butthesituationisanurgentone,requiringimmediateaction,andtheUnitedNationsanditsrelatedorganizationsarenotinapositiontoextendhelpofthekindthatisrequired.
ItisimportanttonotethattheGreekGovernmenthasaskedforouraidinutilizingeffectivelythefinancialandotherassistancewemaygivetoGreece,andinimprovingitspublicadministration.ItisoftheutmostimportancethatwesupervisetheuseofanyfundsmadeavailabletoGreeceinsuchamannerthateachdollarspentwillcounttowardmakingGreeceself-supporting,andwillhelptobuildaneconomyinwhichahealthydemocracycanflourish.
Nogovernmentisperfect.Oneofthechiefvirtuesofademocracy,however,isthatitsdefectsarealwaysvisibleandunderdemocraticprocessescanbepointedoutandcorrected.TheGovernmentofGreeceisnotperfect.Neverthelessitrepresentseighty-fivepercentofthemembersoftheGreekParliamentwhowerechoseninanelectionlastyear.Foreignobservers,including692Americans,consideredthiselectiontobeafairexpressionoftheviewsoftheGreekpeople.
TheGreekGovernmenthasbeenoperatinginanatmosphereofchaosandextremism.Ithasmademistakes.TheextensionofaidbythiscountrydoesnotmeanthattheUnitedStatescondoneseverythingthattheGreekGovernmenthasdoneorwilldo.Wehavecondemnedinthepast,andwecondemnnow,extremistmeasuresoftherightortheleft.Wehaveinthepastadvisedtolerance,andweadvisetolerancenow.
Greeksneighbor,Turkey,alsodeservesourattention.ThefutureofTurkey,asanindependentandeconomicallysoundstate,isclearlynolessimportanttothefreedom-lovingpeoplesoftheworldthanthefutureofGreece.ThecircumstancesinwhichTurkeyfindsitselftodayareconsiderablydifferentfromthoseofGreece.TurkeyhasbeensparedthedisastersthathavebesetGreece.Andduringthewar,theUnitedStatesandGreatBritainfurnishedTurkeywithmaterialaid.
Nevertheless,Turkeynowneedsoursupport.Sincethewar,TurkeyhassoughtfinancialassistancefromGreatBritainandtheUnitedStatesforthepurposeofeffectingthatmodernizationnecessaryforthemaintenanceofitsnationalintegrity.ThatintegrityisessentialtothepreservationoforderintheMiddleEast.TheBritishgovernmenthasinformedusthat,owingtoitsowndifficulties,itcannolongerextendfinancialoreconomicaidtoTurkey.AsinthecaseofGreece,ifTurkeyistohavetheassistanceitneeds,theUnitedStatesmustsupplyit.Wearetheonlycountryabletoprovidethathelp.
IamfullyawareofthebroadimplicationsinvolvediftheUnitedStatesextendsassistancetoGreeceandTurkey,andIshalldiscusstheseimplicationswithyouatthistime.OneoftheprimaryobjectivesoftheforeignpolicyoftheUnitedStatesisthecreationofconditionsinwhichweandothernationswillbeabletoworkoutawayoflifefreefromcoercion.ThiswasafundamentalissueinthewarwithGermanyandJapan.Ourvictorywaswonovercountrieswhichsoughttoimposetheirwill,andtheirwayoflife,uponothernations.
Toensurethepeacefuldevelopmentofnations,freefromcoercion,theUnitedStateshastakenaleadingpartinestablishingtheUnitedNations.TheUnitedNationsisdesignedtomakepossiblelastingfreedomandindependenceforallitsmembers.Weshallnotrealizeourobjectives,however,unlesswearewillingtohelpfreepeoplestomaintaintheirfreeinstitutionsandtheirnationalintegrityagainstaggressivemovementsthatseektoimposeuponthemtotalitarianregimes.Thisisnomorethanafrankrecognitionthattotalitarianregimesimposeduponfreepeoples,bydirectorindirectaggression,underminethefoundationsofinternationalpeace,andhencethesecurityoftheUnitedStates.
Thepeoplesofanumberofcountriesoftheworldhaverecentlyhadtotalitarianregimesforceduponthemagainsttheirwill.TheGovernmentoftheUnitedStateshasmadefrequentprotestsagainstcoercionandintimidationinviolationoftheYaltaagreementinPoland,Rumania,andBulgaria.Imustalsostatethatinanumberofothercountriestherehavebeensimilardevelopments.
Atthepresentmomentinworldhistorynearlyeverynationmustchoosebetweenalternativewaysoflife.Thechoiceistoooftennotafreeone.Onewayoflifeisbaseduponthewillofthemajority,andisdistinguishedbyfreeinstitutions,representativegovernment,freeelections,guaranteesofindividualliberty,freedomofspeechandreligion,andfreedomfrompoliticaloppression.Thesecondwayoflifeisbaseduponthewillofaminorityforciblyimposeduponthemajority.Itreliesuponterrorandoppression,acontrolledpressandradio,fixedelections,andthesuppressionofpersonalfreedoms.
IbelievethatitmustbethepolicyoftheUnitedStatestosupportfreepeopleswhoareresistingattemptedsubjugationbyarmedminoritiesorbyoutsidepressures.
Ibelievethatwemustassistfreepeoplestoworkouttheirowndestiniesintheirownway.
Ibelievethatourhelpshouldbeprimarilythrougheconomicandfinancialaidwhichisessentialtoeconomicstabilityandorderlypoliticalprocesses.
Theworldisnotstatic,andthestatusquoisnotsacred.ButwecannotallowchangesinthestatusquoinviolationoftheCharteroftheUnitedNationsbysuchmethodsascoercion,orbysuchsubterfugesaspoliticalinfiltration.Inhelpingfreeandindependentnationstomaintaintheirfreedom,theUnitedStateswillbegivingeffecttotheprinciplesoftheCharteroftheUnitedNations.
ItisnecessaryonlytoglanceatamaptorealizethatthesurvivalandintegrityoftheGreeknationareofgraveimportanceinamuchwidersituation.IfGreeceshouldfallunderthecontrolofanarmedminority,theeffectuponitsneighbor,Turkey,wouldbeimmediateandserious.ConfusionanddisordermightwellspreadthroughouttheentireMiddleEast.Moreover,thedisappearanceofGreeceasanindependentstatewouldhaveaprofoundeffectuponthosecountriesinEuropewhosepeoplesarestrugglingagainstgreatdifficultiestomaintaintheirfreedomsandtheirindependencewhiletheyrepairthedamagesofwar.
Itwouldbeanunspeakabletragedyifthesecountries,whichhavestruggledsolongagainstoverwhelmingodds,shouldlosethatvictoryforwhichtheysacrificedsomuch.Collapseoffreeinstitutionsandlossofindependencewouldbedisastrousnotonlyforthembutfortheworld.Discouragementandpossiblyfailurewouldquicklybethelotofneighboringpeoplesstrivingtomaintaintheirfreedomandindependence.
ShouldwefailtoaidGreeceandTurkeyinthisfatefulhour,theeffectwillbefarreachingtotheWestaswellastotheEast.
Wemusttakeimmediateandresoluteaction.IthereforeasktheCongresstoprovideauthorityforassistancetoGreeceandTurkeyintheamountof$400,000,000fortheperiodendingJune30,1948.Inrequestingthesefunds,IhavetakenintoconsiderationthemaximumamountofreliefassistancewhichwouldbefurnishedtoGreeceoutofthe$350,000,000whichIrecentlyrequestedthattheCongressauthorizeforthepreventionofstarvationandsufferingincountriesdevastatedbythewar.
