2.ThepostofficeestablishmentoftheUnitedStates,isofthegreatestimportancetothepeopleandtothegovernment.TheconstitutionoftheUnitedStateshasinvestedcongresswithpowertoestablishpostofficesandpostroads..Art.1,s.8,n.7.
5.-3.Thatitshallbethedutyofthepostmastergeneral,upontheappointmentofanypostmaster,torequire,andtake,ofsuchpostmaster,bond,withgoodandapprovedsecurity,insuchpenaltyashemayjudgesufficient,conditionedforthefaithfuldischargeofallthedutiesofsuchpostmaster,requiredbylaw,orwhichmayberequiredbyanyinstruction,orgeneralrule,forthegovernmentofthedepartment:Provided,however,That,ifdefaultshallbemadebythepostmasteraforesaid,atanytime,andthepostmastergeneralshallfailtoinstitutesuitagainstsuchpost-master,andsaidsureties,fortwoyearsfromandaftersuchdefaultshallbemade,then,andinthatcase,thesaidsuretiesshallnotbeheldliabletotheUnitedStates,norshallsuitbeinstitutedagainstthem.

11.Bytheactofthe3dofMarch,1845,variousprovisionsaremadetoprotectthedepartmentfromfraudandtopreventtheabuseoffranking.
