Reformhasbeencarriedoutinjudicialcommittees.Thedeliberationsessionsofjudicialcommitteesarerecordedwithaudio-visualdevicesfrombeginningtoend,andallcommitteememberswhohaveparticipatedinthediscussionandcasttheirvotesmustsigntheirnamesinthemeetingminutes.Aperformanceappraisalandinternalpublicevaluationsystemhasalsobeenestablishedforjudicialcommittees.InpilotcourtsofShanghai,therateofcaseshandledindependentlybytrialjudgesandcollegialbenchesreached99.9percentofallcases,withonly0.1percentofcasessubmittedtojudicialcommitteesfordiscussion.
Publicsecurityorgansatalllevelshaveacceleratedtheprovisionoflawyers'meetingrooms,andopenedonlineplatformforlawyerstomakeappointmentstovisittheirclientsandmadeknowntothepublicsuchappointmentphonenumbers,providingconveniencetomeetingsbetweenlawyersandtheirclientsandensuringtheirconversationsarenotmonitored.Procuratorialorganshaveeffectivelyfulfilledtheirroleofsupervisionovertheobstructionoflawyers'righttopractice.
In2015,procuratorialorgansatalllevelsresolved1,093casesinvolvinginfringementoflawyers'proceduralrightspursuanttothelaw.InDecember2015,theSupremePeople'sCourtlaunchedalawyersserviceplatform,collating21,707entriesconcerninglawfirmsand81,476entriesconcerninglawyers.Theplatformoffersconvenientlegalservicestolawyers,includingonlinecaseregister,onlineaccesstocasefiles,caseinformationinquiry,electronicserviceoflegaldocuments,andjudges'contactdetails.
By2015,1,734courtshadopenedthe"12368"litigationservicehotline,providingself-orstaff-serviceinformationforpartiesconcernedandlawyers,andhandledatotalof76,270inquirycalls.
InJanuary2016,theSupremePeople'sCourtissuedtheRegulationsonEffectivelyProtectingLawyers'ProceduralRightsinAccordancewiththeLaw,whichfurtherclarifiestheprotectionoflawyers'proceduralrightsandpersonalsafetybypeople'scourts,andstipulatesthatcourtsshould,ifconditionsallow,provideloungeswithdesks,chairs,drinkingwaterandothernecessitiesforlawyersparticipatingincourttrials.SomecourtsinBeijingandSichuanhaveprovidedchangingroomsandwaitingroomsforlawyers,protectingtheirdignityinlitigiousactivities.
Appropriatelyhandlelettersandvisitsinvolvinglawsuitsinaccordancewiththelaw,andimprovethechannelsofrightsrelief.Aworkingmechanismofhandlinglettersandvisitsinvolvinglawsuitshasbeenestablished,whichrunsaccordingtotheprinciplesthatlitigationandlettersandvisitsareseparated,thatlettersandvisitsaredividedinanorderlymanner,andthatlettersandvisitsarehandledinaccordancewiththelaw.Therehasbeengreaterstandardizationinthescope,procedure,andresponsibilitiesinvolvinglettersandvisitsconcerninglawsuits.Morechannelsarenowavailableforpeopletoairtheirgrievances,includingletters,visits,telephonecalls,theinternet,andvideos,andintegratedonlineplatformshavebeenintroducedforthispurpose,ensuringthatthepeoplehaveaccesstoclaimtheirrightsinaccordancewiththelaw.Lawyershavebeeninvitedtoparticipateinactivitiesofreceivinglettersandvisits,andactasagentstohandlethem,inawaythatstrengthenspublicfaithinthelettersandvisitssystem.
TheSupremePeople'sCourtopenedanonlineplatformforcomplaintsandappealsinFebruary2014,andanonlinevideosystemtoreceivecomplaintsandappealsinMayofthatyear,whichhandledatotalof8,200casesby2015.In2015,visitstotheSupremePeople'sCourtofthosewhowereseekinglegaljusticetotheirowncasedroppedby12percentonayear-on-yearbasis.TheSupremePeople'sProcuratorateestablishedanonlinevideosystemtoreceiveappeals,whichconnectsprocuratorialorgansatallfourlevels.In2015,procuratorialorgansatalllevelsreceivedandhandled1,148,000lettersandvisits.In2012-2015,theMinistryofJusticereceived19,788people,registered6,537visits,andreceived73,843letters,including10,337lettersonmattersrelatingtotheadministrativeorgansofjustice.

By2015,31,086criminalcasessuitableforthefast-tracksentencingprocedurewereconcludedin212pilotcourtsattheprimarylevelnationwide,33.13percentofallcasesinvolvingimprisonmentofnotmorethanoneyearinthesameperiodinpilotcourtsattheprimarylevel,representing15.48percentofallcriminalcasesinallcourtsnationwide.92.77percentofthesewereconcludedwithin10days,andthepronouncementrateincourtwas95.94percent;theappealrateoftheplaintiffswithincidentalcivilactionwaszeroandthatofdefendantswasonly2.13percent.
Bytheendof2015,psychologicalcounselingroomshadbeenbuiltin2,169detentionhousesinChina,and2,207detentionhouseshadprovidedtwo-wayvideoviatheinternetforthosewhoservetheirtermofimprisonmentinthedetentionhouses.Weshouldurgelegalaidcenterstolocateindetentionhouses.Morethan2,500detentionhouseshavesetupofficesforprovidinglegalaidandconsultationservicestodetaineesandtheirfamilies.
Standardizemedicalservicesandlifemanagementinprisonsanddetentionhousestosafeguarddetainees'righttohealth.Detentionhousesshouldstrictlyfollowthefoodsupplyquantitystandardfordetainees,whichhasbeenapprovedbylocalfinancialauthorities.Mealstandards,weeklymenusandaccountsshouldbepostedincellsforsupervision.PrisonsshouldstrictlyfollowtheRegulationsonStrengtheningManagementofDailyLifeandHygieneWorkofPrisons,implementtheprisoners'foodsupplyquantitystandardwhichwasadjustedin2013,practicefoodsamplingandsamplereservation,andimplementthesystemofinvitationforbiddingforandprocurementofdailynecessities.Weshouldstrengthenmanagementofdailylifeandhygieneworkofprisons,andguaranteeascientificdietwhichisreasonablyadjustedwithfinemanagementforprisonerswhileeliminatingwaste.Weshouldtakeintoconsiderationthespecialcustomsofethnicminorityprisoners,andprovidespecialmealsforthosewhoaresubjecttodietaryrestrictions.
Prisonsanddetentionhousesshouldimprovemedicalservicesfordetainees,createmedicalrecordsforthem,staffthemwithstationeddoctors,whomakeroundsofthecellseveryday,andtransferthosewhoneedtobetreatedinhospitalsoutsideinatimelymanner.Regulationsonpurchase,storageanduseofmedicinesinprisonsshouldbestrictlyfollowed.Weshouldimprovemedicalfacilities,strengthendiseasepreventionandcontrol,providetimelytreatmenttosickdetainees,andguaranteetheirrightstolifeandhealthinaccordancewiththelaw.
TheSupremePeople'sCourt,theSupremePeople'sProcuratorate,theMinistryofPublicSecurity,theMinistryofJusticeandtheNationalHealthandFamilyPlanningCommissionjointlyformulatedtheRegulationsonExecutionofSentenceOutsidePrison,whichcameintoeffectonDecember1,2014.Ifpersonsservingsentencesareinjuredormaimedwhileworkingduringimprisonment,andareallowedtoenjoyexecutionofsentenceoutsideprison,thefeesincludingtheirmedicalsubsidiesandlivingallowancesoutsidetheprisonwillbereimbursedinaccordancewiththerelevantregulationsofthestate.Pregnantorlactatingwomen,thosewhosuffersevereillnessesandneedtobereleasedonbailformedicaltreatment,andthosewhocannottakecareofthemselvesarealsoallowedtoenjoyexecutionofsentenceoutsideprison.
Implementnationalamnestytohighlighthumanitarianism.OnAugust29,2015,the16thsessionofthe12thStandingCommitteeoftheNPCapprovedthedecisiononamnestyforprisoners,andChinesePresidentXiJinpingsignedanamnestydecree,grantingamnestyforfourtypesofcriminalswhohadbeenservingsentencesaccordingtoeffectivejudgmentsmadebypeople'scourtsbeforeJanuary1,2015andwerenolongerconsideredtobeadangertosocietyonrelease.ThiswastheeighthnationalamnestysincethefoundingofthePeople'sRepublicofChinain1949andthefirsttimesincetheadoptionofreformandopening-upin1978.ItwasanewapproachtoimplementingtheamnestysystemstipulatedintheConstitution,toimplementingruleoflawandhighlightinghumanitarianism,soitwasofgreatpoliticalandlegalsignificance.Accordingtojudgmentsmadebypeople'scourts,31,527prisonersweregrantedamnestyacrossthecountry.Thosewhowereincapableofwork,orhadnojob,nosourceofincome,andnolegalsupportersweregrantedsubsistenceallowancessothattheycouldbetterreintegrateintosociety.
