(2)Havinginformationauditorswhoarefamiliarwithnationalreligiouspoliciesandregulationsandrelevantreligiousknowledge;
(3)HavingasoundInternetreligiousinformationservicemanagementsystem;
(4)Havingasoundinformationsecuritymanagementsystemandsafeandcontrollabletechnicalguaranteemeasures;
(five)thereareplaces,facilitiesandfundsthatmatchtheservice;
(6)Theapplicantanditslegalrepresentativeorprincipalresponsiblepersonhavenocriminalrecordandnoviolationoftherelevantprovisionsofthestateontheadministrationofreligiousaffairsinthepastthreeyears.
OverseasorganizationsorindividualsandtheirorganizationsestablishedinChinashallnotengageinInternetreligiousinformationservicesinChina.
(a)thematerialsestablishedorregisteredbytheapplicantaccordingtolawandtheidentitydocumentsofthelegalrepresentativeorprincipalresponsibleperson;
(two)religiousinformationauditpersonneltoparticipateinreligiouspoliciesandregulationsandrelatedreligiousknowledgeeducationandtraining,aswellastheabilitytoauditthesituation;
(three)theInternetreligiousinformationservicemanagementsystem,informationsecuritymanagementsystemandtechnicalsupportmeasures;
(4)Adescriptionoftheplaces,facilitiesandfundsusedforengaginginreligiousinformationservicesontheInternet;
(five)theapplicantanditslegalrepresentativeorprincipalresponsiblepersonhavenocriminalrecordandnoviolationoftherelevantprovisionsofthestateadministrationofreligiousaffairsinthepastthreeyears;
(six)toengageinInternetreligiousinformationservicecolumns,functionsettingsanddomainnameregistrationrelatedmaterials.
ToapplyfortheserviceofInternetreligiousinformationdisseminationplatform,itshallalsosubmitthemanagementrulesandregulationsforregisteredusersoftheplatform,themodeluseragreement,andthecomplainthandlingmechanism.ThecontentsoftheuseragreementmodelinvolvingInternetreligiousinformationservicesshallcomplywiththerelevantprovisionsoftheseMeasures.
TheapplicationformforInternetreligiousinformationserviceshallbeformulatedbytheStateBureauofReligiousAffairs.
NationalreligiousgroupsandtheirreligiouscollegesengagedinInternetreligiousinformationservicesshallapplytotheStateBureauofReligiousAffairs.
Article8ThenamesusedforInternetreligiousinformationservicesshallnotbethenamesofreligiousgroups,religiouscollegesandplacesofreligiousactivities,andshallnotcontaincontentsprohibitedbylawsandadministrativeregulations,exceptthenamesoftheapplicants.
TheInternetReligiousInformationServiceLicenseisprintedbytheStateBureauofReligiousAffairs.
AfterobtainingtheLicenseforInternetReligiousInformationService,theapplicantshallalsogothroughtherelevantformalitiesinaccordancewiththerelevantprovisionsoftheStateontheadministrationofInternetinformationservices.
Article10WhoeverengagesinInternetreligiousinformationserviceshallclearlyindicatethenumberoftheInternetReligiousInformationServiceLicenseinaprominentposition.
Eleventhaftertheapplicanthasobtainedthe"InternetReligiousInformationServiceLicense",anymajoreventthataffectsthelicensingconditionsshallbereportedtotheoriginalissuingauthorityforexaminationandapproval;Changesinothermattersshallbefiledwiththeoriginalissuingauthority.
TwelfthterminationofInternetreligiousinformationservices,shouldbewithin30daysfromthedateoftermination,totheoriginalissuingauthorityforcancellationprocedures.
Thirteenth"Internetreligiousinformationservicelicense"isvalidfor3years.ThosewhointendtocontinuetoengageinInternetreligiousinformationservicesaftertheexpirationofthevalidityperiodshallreapplytotheoriginalissuingauthority30daysbeforetheexpirationofthevalidityperiod.
ChapterIIIAdministrationofInternetReligiousInformationServices
Article14Internetreligiousinformationshallnotcontainthefollowingcontents:
(two)theuseofreligiontohindertheimplementationofthenationaljudicial,education,marriage,socialmanagementandothersystems;
(three)theuseofreligiontopromotecultsandfeudalsuperstitions,ortheuseofreligiontoharmthehealthofcitizens,deception,coerciontoobtainproperty;
(4)Violatingtheprincipleofreligiousindependenceandself-managementinChina;
(5)Disruptingtheharmoniouscoexistencebetweendifferentreligions,withinthesamereligionandbetweenreligiouscitizensandnon-religiouscitizens;
(six)discrimination,insulttoreligiouscitizensornon-religiouscitizens,damagethelegitimaterightsandinterestsofreligiouscitizensornon-religiouscitizens;
(seven)engaginginillegalreligiousactivitiesorprovidingconvenienceforillegalreligiousactivities;
(eight)inducingminorstobelieveinreligion,ororganizingorforcingminorstoparticipateinreligiousactivities;
(nine)inthenameofreligion,commercialpropaganda,distribution,sendingreligioussupplies,religiousinternalinformationpublicationsandillegalpublications;
(ten)fakereligiouspersonneltocarryoutactivities;
(eleven)othercontentsprohibitedbyrelevantlaws,administrativeregulationsandstateregulations.
Article15Religiousgroups,religiouscollegesandtemplesandchurchesthathaveobtainedtheLicenseforInternetReligiousInformationServicecanandonlycanbetaughtbyreligiousstaffandteachersofreligiouscollegesanduniversitiesthroughtheirself-builtInternetsites,applicationsandforumsaccordingtolaw,andexplainthecontentsofdoctrinesandregulationsthatareconducivetosocialharmony,progressofthetimesandhealthycivilization,soastoguidereligiouscitizenstobepatrioticandlaw-abiding.Thosewhotakepartinpreachingimplementreal-namemanagement.
Article16ReligiouscollegesanduniversitiesthathaveobtainedtheLicenseforInternetReligiousInformationServicecanandonlycancarryoutreligiouseducationandtrainingforstudentsandreligiousstaffinreligiouscollegesanduniversitiesthroughtheirself-builtspecialInternetsites,applicationsandforums.Privateinternetsites,applications,forums,etc.mustbeconnectedbyvirtualprivatenetwork,andtheidentityofthepersonnelparticipatingineducationandtrainingshouldbeverified.
Article17ExceptunderthecircumstancesasstipulatedinArticle15andArticle16oftheseMeasures,noorganizationorindividualmaypreachontheInternet,conductreligiouseducationandtraining,publishsermonsorforwardorlinkrelatedcontents,organizereligiousactivitiesontheInternet,andbroadcastliveorrecordreligiousceremoniessuchasworshippingBuddha,burningincense,beingordained,chanting,worshipping,massandbeingbaptizedbymeansofwords,pictures,audioandvideo.
Article18Noorganizationorindividualmayestablishreligiousorganizations,religiouscollegesandplacesforreligiousactivities,ordevelopbelieversontheInternet.
Article19NoorganizationorindividualmayraisemoneyinthenameofreligionontheInternet.
TwentiethtoprovideInternetreligiousinformationdisseminationplatformservices,itshouldsignanagreementwithregisteredusersoftheplatformtoverifythetrueidentityinformationofregisteredusers.
Twenty-firstInternetinformationdisseminationplatformsthathavenotobtainedtheInternetReligiousInformationServiceLicenseshallstrengthenthemanagementofregisteredusersoftheplatformandshallnotprovideuserswithInternetreligiousinformationpublishingservices.
Twenty-secondengagedinInternetreligiousinformationservices,foundinviolationoftheprovisionsofthesemeasures,shouldimmediatelystoptransmittingtheinformation,takemeasuressuchaselimination,topreventthespreadofinformation,keeprelevantrecords,andreporttotherelevantcompetentdepartments.
Article23Thereligiousaffairsdepartmentshallstrengthenthedailyguidance,supervisionandinspectionofInternetreligiousinformationservices,establishtheillegalfilesofInternetreligiousinformationservices,thelistofjointdisciplinarytargetsfordishonestyandtheinterviewsystem,strengthentheprofessionaltrainingforpractitionersrelatedtoInternetreligiousinformationservices,acceptreportsofillegalInternetreligiousinformationservices,judgeInternetreligiousinformation,anddealwithillegalactsinconjunctionwiththenetworkinformationdepartment,thecompetenttelecommunicationsdepartment,thepublicsecurityorganandthestatesecurityorganaccordingtolaw.
Twenty-fourthnetworkinformationdepartmentsshouldstrengthenthemanagementofInternetinformationcontentanddisposeofillegalInternetreligiousinformationaccordingtolaw.
Twenty-fifthtelecommunicationsauthoritiesshouldstrengthenthesupervisionoftheInternetindustryandcooperatewiththedisposalofillegalInternetreligiousinformationservices.
Twenty-sixthpublicsecurityorgansshouldstrengthenthesafetysupervisionandmanagementofInternetinformationservicesinaccordancewiththelaw,andpreventanddealwithillegalandcriminalactivitiesinInternetreligiousinformationservices.
Article27Statesecurityorgansshall,inaccordancewiththelaw,guardagainstanddisposeofoverseasinstitutions,organizationsandindividuals,aswellasdomesticinstitutions,organizationsandindividualscolludingwithoverseasinstitutions,organizationsandindividualstousereligiontocarryoutactivitiesendangeringnationalsecurityontheInternet.
ChapterIVLegalLiability
Article28WhereanapplicantconcealsrelevantinformationorprovidesfalsematerialstoapplyforalicenseforInternetreligiousinformationservice,thereligiousaffairsdepartmentwillnotacceptorrefusethelicense.Ifthelicensehasbeengranted,thelicenseshallberevokedaccordingtolawandawarningshallbegiven.
ThosewhoengageinreligiousinformationservicesontheInternetwithoutauthorizationshallbeorderedbythereligiousaffairsdepartmentinconjunctionwiththecompetenttelecommunicationsdepartmenttostoprelatedserviceactivitiesaccordingtotheirduties.

Article30IftheregisteredusersoftheInternetreligiousinformationdisseminationplatformviolatetheprovisionsoftheseMeasures,thereligiousaffairsdepartment,togetherwiththenetworkinformationdepartmentandthepublicsecurityorgan,shallordertheprovidersoftheInternetreligiousinformationdisseminationplatformtotakesuchmeasuresaswarning,rectification,functionrestrictionandevenaccountclosure.
Article31AnyonewhoviolatestheprovisionsoftheseMeasuresandtheMeasuresfortheAdministrationofInternetInformationServicesandtherelevantregulationsoftheStateonInternetnewsinformationservices,Internetaudio-visualprogramservicesandonlinepublishingservicesshallbedealtwithaccordingtolawbythereligiousaffairsdepartment,thenetworkinformationdepartment,thetelecommunicationsdepartment,thepublicsecurityorgan,theradioandtelevisiondepartment,thefilmdepartmentandthepublishingdepartment.
Article32Statefunctionarieswhoabusetheirpowers,neglecttheirdutiesorengageinmalpracticesforpersonalgaininthemanagementofInternetreligiousinformationservicesshallbepunishedaccordingtolaw.
