中国网浪潮资讯9月1日下午，作者从第十二届全国人大常委会第二十九次会议上获悉，《中华人民共和国国歌法》将于2017年10月1日起施行。国歌法对应当奏唱国歌的场合、礼仪规范等作出规定，同时鼓励广大人民群众唱国歌、爱国歌。法律还对侮辱国歌等行为作出处罚规定。

其实早在2003年，河北省代表团就在当年的全国人代会上提出过这项议案：“关于进行国歌法立法的议案。”

一位叫夏明芳的普通杂志社编辑认为，国旗、国徽都有了专门的法律，国歌也应享有同等待遇，这有助于增强公民的国家观念和爱国主义精神。俄罗斯、日本等国家已经制定颁布了国歌法。他还专门草拟了一部《中华人民共和国国歌法（建议稿）》，对国歌的性质、使用办法提出了详细建议。
